PLC Reports a Healthy Link for 3 Seconds Without a Heartbeat

A watchdog for the link between two PLCs, written as PeerOK equals NOT timeout, returns TRUE throughout the first 3 seconds after power-up without ever seeing a heartbeat. The original test suite waited 5 seconds before its first check, so it never watched this interval. This is a record of the fix using HbRcvd, the T0 test that checks from the first scan, and the work to correct files already delivered.
